What is the Extended Producer Responsibility (EPR) policy?

Extended Producer Responsibility (EPR) is an environmental policy that requires producers to take resource and environmental responsibility for their products throughout their life cycle, including product design, production, circulation, consumption, recycling and final disposal. The program aims to promote a circular economy and encourage companies to design packaging that is easier to recycle and more environmentally friendly.

The new packaging system producer responsibility system (EPR) will replace the old Packaging Waste Management Regulations. Together with the Simplified Recycling scheme and the Drinks Container Deposit Return Scheme, the EPR scheme is expected to stimulate around £10 billion of investment in recycling services and infrastructure across the UK over the next 10 years, laying the foundations for a brighter, sustainable future.

What packaging does the EPR policy cover?

The EPR generally covers all packaging designed to protect, contain, deliver or present products to consumers. Here are some examples:

Plastic packaging (e.g. bottles, trays, wrapping paper etc)

Paperboard and paper packaging (e.g.corrugated box, envelope, paper bag,corrugated packaging box,folding box)

Glass packaging (e.g. bottles or jars)

Metal packaging (including cans, tins, foil)

Wooden packaging (e.g. pallets or crates)

International Practice

EU: One of the earliest regions to implement EPR policies, requiring producers to bear the responsibility for recycling and processing products after they are discarded.

China: Since 2017, it has begun to implement the extended producer responsibility system, taking the lead in pilot projects in the fields of electrical appliances, electronics, and automobiles.

The United States: Although there is no unified EPR policy, some states have similar regulations.

Japan: It requires home appliance manufacturers, sellers, and consumers to jointly bear the responsibility for the recycling and treatment of discarded home appliances.

The implementation of the EPR policy helps to control waste pollution from the source, promote enterprises to develop in the direction of green, low-carbon, and recycling, and also encourage consumers to raise their environmental awareness.
